Sabarimala Master Plan

Sabarimala temple, dedicated to Lord Ayyappa, is situated in a deep, dense forest of Sabari Hills, in the Ranni-Perunad Panchayat of Pathanamthitta District of Kerala. The region falls under the Periyar Tiger Reserve (PTR) of the Western Ghats.

Considering the unique location of the temple, the heavy pilgrim flow during the peak pilgrim season (usually from mid-November to mid-January) converging at Pampa and Sannidhanam, the influence of the pilgrimage on the region and the resultant impacts on pilgrim safety,facilities and the environment; the Public Accounts Committee (PAC) of the Parliament of India and other stakeholders recognized the need for a comprehensive Master Plan for Sabarimala.

In view of the above, IL&FS Ecosmart Limited (Ecosmart) was commissioned by the Government of Kerala (GoK) for preparation of an “Outline of the Master Plan for Sabarimala” (Concept Plan) that would form the basis for a Master Plan for Sabarimala, based on the Terms of Reference prepared by the GoK. The Concept Plan was submitted to the GoK on March 24, 2005 and was accepted by the GoK on May 9, 2005.

ANNUAL PLAN OF OPERATION (APO)

The "Project Tiger" was launched in April, 1973 with the objective "to ensure maintenance of a viable population of Tigers in India for scientific, economic, aesthetic, cultural and ecological values, and to preserve for all times, areas of biological importance as a national heritage for the benefit, education and enjoyment of the people".

In order to achieve its objective, every financial year the NTCA provides funding support to Tiger Reserve which submit their funding requirements through Annual Plan Operation (APO) proposals. As it is a centrally sponsored (plan) scheme and 100% Central assistance would be provided for non-recurring expenditure and 50% Central assistance would be provided for recurring ones.

The major non-recurring activities are construction of buildings, development of communication – road, wireless etc., purchase of various equipments, scientific items, protections, development of water facilities, eco-development works, shifting of villages and cattle, miscellaneous tools, development of veterinary research and compensation to the legal heirs of staff/person killed while performing official duty of Tiger Reserve, and any other non-recurring item specific to the Tiger Reserves.

The recurring activities are allowance of the staff, habitat improvement, water facilities, fire protection, maintenance of various items, publicity and extension, protection measures and legal assistance for dealing with wildlife offences and any other item, recurring in nature, specific to the Tiger Reserve.
